Westlakes Recruit are currently recruiting for a RC expert to be engaged on a permanent basis in Saudi Arabia.
Our client is planning to set up a major research centre comprising a Multi-Purpose Research Reactor (MPRR) and associated state-of-the art facilities to be used for education, training, research and development. The envisioned potential applications and services include radioisotope production, neutron radiography, neutron scattering, neutron activation analysis, silicon neutron transmutation doping (NTD), material structure studies and material testing. The Research centre is also envisioned to encompass a nuclear engineering design centre, that will serve the technical needs of the national nuclear industry, while ensuring retention and continuity of essential technical know-how and knowledge.
The Pre-project Phase focusses on assessing stakeholders needs, performing the feasibility study, defining the research centre’s concept and preliminary layout, the design specifications of the research reactor and functional specifications of the main associated facilities (experimental devices, equipment and laboratories), and elaborating the strategic plan for effective utilization of the research reactor. Our client seeks the cooperation of potential bilateral and multilateral partners, including the International Atomic Energy Agency (IAEA), and the contribution of individual international experts to successfully complete the feasibility study and ensure that the conceptual designs of the research reactor and related installations will respond to specifications, meet national stakeholders’ expectations and needs and comply with relevant international nuclear safety standards.
Recruitment through various modalities (home-based assignments, participation in topical workshops, consultative technical meetings) of individual experts as and when needed to perform specific technical duties is expected to contribute to tangible progress in the Pre-project Phase, including (i) comprehensive review and technical assessment of the siting activities carried out by our client; (ii) review of the studies undertaken to date by our client to define the functions of the centre’s laboratories and user facilities; (iii) defining the scope of the education & training programmes, and research & development and innovation portfolios; (iv) working out the overall implementation plan; and (v) making initial estimates of financial and human resource requirements.
The consolidated deliverables by individual international experts are expected to serve as valuable inputs for our client to launch subsequently relevant RFPs to procure technical consulting services from pre-selected international consultancy firms to (1) carry out the basic design of the research reactors and associated facilities; (2) prepare the tendering process for the procurement, construction and commissioning phases; and (3) provide project management support our client throughout the most critical steps of the project implementation.
The scope of work of THE EXPERT shall cover expert advisory services to support the RESEARCH CENTRE TEAM to achieve the objectives and carry out the activities described above concerning the Pre-project Phase. Specifically, THE EXPERT shall execute the following tasks:
1. Support the research centre team in pre-project phase planning.
2. Provide independent advice for research centre team’s consideration in related matters.
3. Support the development of necessary project deliverables and review research centre team’s output (e.g. policies, technical documents and reports related to the research centre project);
4. Coordinating and facilitating the necessary support to the research centre team in identifying, approaching contacting and negotiating:
a. Consultancy firms
b. Research institutions
c. Technology suppliers
d. Technical experts
e. Related departments in the IAEA
5. Assist the research centre team in identifying the necessary support from the IAEA experts and related departments.
6. Support the research centre team in strategic planning activities for the research centre
7. Provide consultancy in field that are in relation to the consultant expertise
8. Assist in matters related to the technical cooperation with the IAEA
THE EXPERT will be responsible for the high-quality execution of the tasks assigned to him by the RESEARCH CENTRE TEAM Leader and the timely delivery of outputs related to these tasks.
