Job Description

Westlakes Recruit are currently recruiting for a International Nuclear Legal Consultant to be engaged on a permanent basis in Saudi Arabia. 

Job Overview:

To assist with and carry out all legal requirements related to developing, licensing, owning and operating a nuclear power plant and related infrastructure to be procured in Saudi Arabia, to include (i) working with the Owner/Operator (and its precursor) to identify in the bid stage any nuclear legal impediments (including potential licensing and export control issues) that may arise with any of the nuclear vendors with whom our client and its affiliates are negotiating, (ii) assisting the Owner/Operating and the selected nuclear vendor in their efforts to submit all required license applications to the Nuclear and Radiological Regulatory Commission (NRRC), the Saudi nuclear regulatory body, (iii) providing expert legal advice on all matters relating to the international nuclear treaty regime, (iv) advising our client and its subsidiaries on all legal matters pertaining to international export control regimes that could arise during the development of the nuclear power plant and related infrastructure, and (iv) working closely with our clients internal legal, technical, licensing and other teams and our clients external legal and technical advisors to help ensure smooth implementation of all tasks, among others, described above. 

Responsibilities:

• Provide all necessary legal support in overall scope of work to the procurement for the Saudi nuclear power project, as described in more detail in the Job Summary. 
• Identify and assess the risks and legal impediments arising from the bids of each of the nuclear vendors to license, develop, procure, construct, own and operate, a nuclear power plant and related infrastructure in Saudi Arabia. 
• Assist the Owner/Operator in its efforts to obtain an operating license for the nuclear power plant.  This will include the ability to provide expert legal advice to the Owner/Operator and its affiliates about legal issues that arise during a protracted interaction with the NRRC, among others. 
• During the bid phase of the project, provide expert legal advice to Our Client and its affiliates on any export control or other procurement issues of any of the nuclear vendors that could hamper the efforts to develop and construct the nuclear power plant in Saudi Arabia. 
• Advise Our Client and its affiliates on any nuclear-related legal issues that arise during the negotiation of project agreements with the selected nuclear vendor. 
• Develop strong working relations with all parties involved in all aspects of licensing the nuclear power plant, including the relevant personnel at the nuclear vendor, Our Client and its affiliates, NRRC, and any other regulatory bodies within Saudi Arabia involved in the licensing process. 
• Advise Our client and its affiliates with respect to any issues relating to the international nuclear treaties regime, Saudi Arabia’s chosen nuclear treaty position, and any risks that could arise under this legal and regulatory regime. 
• Support the legal and technical teams drafting the project agreements and finance agreements that will be required for the project, including the EPC contract, joint-venture agreements, power purchase agreements, export-control documentation, financing agreements and any other related agreements and conditions required for selling the plant’s electricity to the principle buyer 
• Assist our client and outside counsel with the review, validation and negotiation of the nuclear energy project investors and lenders terms and conditions 
• Review, question and validate the deliverables and recommendations of outside counsel to our client 


Ideal Qualifications:

Minimum: Bachelor Degree in Law from Accredited University
Preferred: Postgraduate (J.D.) Degree in Law from accredited university

Minimum: 10-20 years in relevant field
Preferred:  • 10-15 years in legal support for developing, licensing, procuring and constructing nuclear energy projects
• 10+ years in nuclear programs
