Westlakes Recruit are currently recruiting for a Technical Nuclear Lead to be engaged on a permanent basis in Saudi Arabia.
Purpose:
To provide leadership in the technical assessment of PWR technologies (namely, AP-1000, APR-1400, EPR-1600, HPR-1000, and VVER-1200) and their compliance with the regulatory regimes where they have been built; as well as the potential design adaptations that would be needed for the first Nuclear Power Plant Project in Saudi Arabia. To also provide advice, analysis, and expertise related to strategic regulatory and economic issues impacting the NPP project.
To build key sector relationships, and serve as a primary liaison with internal/external stakeholders and associations concerning the development of the NPP project, throughout the project from the bidding stage until the operation and maintenance stage.
Key Responsibilities:
1. Advice and Expertise/ Consultation:
• Provides technical advice and briefings to senior management on technical issues, related environmental, regulatory, and economic implications, and industry concerns.
• Provides strategic advice on the NPP project issues, relations, programs, and initiatives.
• Keeps abreast of environmental, technological, social, and political developments as they relate to the NPP project priorities.
• Identifies strengths, weaknesses, opportunities, and threats that may affect the NPP project directions, and proposes alternative measures to avoid, mitigate, or capitalize on opportunities arising from events/conditions.
2. Technical lead in the NPP project bidding, procurement, design, construction, commissioning, and operation stages.
• Leads the technical evaluation of technology suppliers’ technical proposals, reads and analyzes the suppliers’ response to the BIS, and creates necessary reports for the senior management
• Creates and updates a scope matrix that identifies ownership and responsibilities for internal teams and sub-consultants
• Works with the Financial Bid Manager to review sub-consultants inputs
• Participates in technical workshops with technical teams
• Executes technical writing and works with technical teams to review
• Authors storyboards when required
• Writes, critically reviews text, and edits to improve clarity and impact
• Coordinates technical clarifications with the bid team and responses from the client, reviewing and disseminating client responses
• Support Pre-qualifications where required
• Supports with project profiles and CVs when required
• Participates in the kick-off, storyboard, and review workshops
• Provides a key communications interface between the project team and relevant stakeholders.
• Provides benchmarks and criteria for the execution of the NPP Project milestones across sectors.
• Assesses the effectiveness of adjustments/changes to support further development, reports on the NPP Project performance, and develops recommendations.
• Provides advice on staff and resource requirements related to program design and program planning, and develops tools to assist team members in the implementation and delivery of the NPP Project.
3. Stakeholder Relations/Partnerships:
• Serves as primary liaison with stakeholders with respect to the technical aspects of the NPP Project, and builds, fosters, and maintains relationships with all relevant stakeholders.
• Develops networking processes between key stakeholders, including other ministries and levels of government, agencies, and associations, to gather intelligence and data, develop consensus, and identify and resolve issues. Consults on proposed policies, programs, and agreements, with stakeholders, and collaborates on policy development.
Knowledge / Skill:
Knowledge of and skills in:
• The nuclear energy industry, and nuclear technology; nuclear reactor design, the construction, and commissioning of nuclear facilities; radiation protection, safety, and risk management; to provide expert technical advice and briefings to senior management on the NPP Project issues, related environmental, regulatory, and economic implications, industry concerns, and technology developments.
• PWR technologies (namely, AP-1000, APR-1400, EPR-1600, HPR-1000, and VVER-1200) and their compliance with the regulatory regimes where they have been built; as well as the potential design adaptations that would be needed for the NPP project in Saudi Arabia.
• Planning, Procurement, design, construction, commissioning, and operation of nuclear new build projects; from a client/owner/utility perspective.
• International guidelines on nuclear energy, the electricity market, and regulatory framework.
• Broad economic, environmental, legal, and political issues underlying nuclear projects in the energy and electricity sector, including multi-jurisdictional issues and relationships, and industry concerns and priorities related to nuclear energy supply.
• Oral and written communications to respond to issues, provide recommendations, prepare reports, Cabinet submissions, briefing materials and correspondence, and to represent the ministry in stakeholder consultations and on inter-jurisdictional task forces/working committees mandated to discuss issues and concerns.
• Software for nuclear analysis, safety assessments, and simulations, and standard software programs and tools to research and prepare own materials.
Interpersonal / Influencing Skill:
• Relationship management, consensus building, and networking skills, to build relationships and develop networking processes with relevant stakeholders in order to gather intelligence, develop consensus, identify and resolve issues, and ensure coordinated input from all key players.
• Consultation and negotiation skills to participate in the selection of the right technology provider and further development stages of the NPP project.
• Presentation and persuasion skills to provide periodic updates on the project progress.
Analyzing / Problem Solving Skill :
• Evaluate current and emerging tasks of the NPP project, including technical, environmental, regulatory, and their interfaces with legal, commercial, financial, and strategic aspects, identify competing interests of stakeholders, and track overall progress.
• Analyze the procurement process of the NPP project, to identify current and emerging issues requiring legislative reform, policy, or program responses. Provides briefings to senior management on potential/existing issues.
• Conceptualize and develop recommendations or solutions to achieve the governments goals related to the NPP project.
• Undertake economic, regulatory, and technological assessment and feasibility of unique, complex, capital intensive, nuclear options, e.g., design adaptations relative to the site conditions; contractual and cost implications.
• Balance/consider factors in assessments such as plant life span, risks, reliability of supply, plant safety, and cost impact to ratepayers.
• Lead/ plan/carry out the technical investigation, undertake environmental scans, analyze best practices, to identify gaps and issues and to make recommendations.
• Assess both qualitative and quantitative information to develop proposals, using modeling, simulations, and risk assessments, to evaluate the implications and impact of proposals and modify/make changes to mitigate risks.
• Process and distill information from a range of sources, including international guidelines, best practices, and research and scientific data to identify issues and discern salient points.
Guidance / Supervision :
• Provides technical guidance to the project team, vertically from senior management to the young engineers, and horizontally across other teams: legal, financial, commercial, etc.
• Has responsibility for project planning and deliverables.
Demands / Pressures :
• Required to respond to requests within short deadlines where time pressures may result in the need to work beyond normal work hours for a response to information requests.
• Required to deal with deadlines that are subject to change without notice, priorities that are not anticipated, or contentious issues which arise unexpectedly and require quick turnaround for issues management.
