Job Description

Purpose of Work:
To procure all refinery high/value technical nature materials, chemicals, equipment and spare parts, in accordance with end-users requirements and in line with client established Purchasing Procedures. To lead group of buyers and Expeditors, and to be responsible for expediting activity within the same group.

Responsibilities:
Receives stocks & non-stocks materials requisitions, develops and prepares purchase orders, using SAP/Ariba system and submits to management for approval.
Issues request for quotations to local/foreign vendors receives and tabulates bids received and recommends selections of successful vendor for procurement as per client Policies and established Procedures.
Receives, responds to correspondence, memos & communications with regard to requisitions, purchase orders, materials discrepancy reports and other procurement related matters.
(Competent in all types of technical and non-technical correspondence).
Co-ordinates with Saudi Aramco/Exxon-Mobil or their outsourcing agents in USA, Europe and Far East on all matters pertaining to clients Purchase orders.
Co-ordinates Traffic & Expediting activities within the group to monitor the status of the purchase orders and all shipping & freight forwarding related activities.
Help the Contract section to identify new classes of commodities in order to establish new blanket agreements.
Ensure compliance with advance duty exemption requirements.
Monitors supplies performance, interview their representatives, identify potential new sources. Plans, coordinates and arranges suppliers surveys.
Assists and advises client user departments on material procurement matters.
Generate required expediting reports using the SAP system in to assist the group in maintaining orders process the SAP system to produce monthly Status Expediting Report for the group.
Co-ordinate the sale of scrap and surplus materials at the best possible value to client.
To apply skillful negotiating techniques with suppliers to achieve major savings to the company.
Co-ordinate /negotiate stocking of material with major suppliers.
Provide written/verbal recommendations/update/revisions, to establish and improve section’s objectives and procedures.
Identify reliable sources of supplies for the supply of quality material at the best total value.
Help / Assist Purchasing & Logistic Gen. Manager in the day-to-day activities.
Maintains communication with local and overseas affiliates & suppliers to ensure all materials and equipment ordered are delivered on or before the required on site date. Responds to and action staff work as delegated by the purchasing & logistics Superintendent Manager.
Review all inbound freight forwarding invoices from F&F / Courier services (DHL, Etc.)
Provide advice, guidance, delivery status to end-user department through usage of SAP and Electronic Mail.
Issue Purchase Orders for the repair & return of major refinery equipment & spare parts and supervise repair and return activity.
Manages /administers the freight forwarding company’s activities.
Assist the Contracts & Customs affairs Manager in the following:-
1. Application for advance duty exemption for regularly imported materials/chemicals & equipment.
2. Importation permits for chemicals.
3. Duty refund of duties paid on deposit.
Identifies and coordinates material discrepancy reports preparation and issue to relevant suppliers for return or replacement of materials and equipment. 
Prepare and review Quarterly report, such as open orders, insurance, expediting etc.

Requirements

BS, BA, Business Degree or equivalent.
12+ years relevant experience preferably in an oil refinery or Petrochemical Plant...
Specialized Knowledge:
o Strong knowledge of purchasing activities for refineries and purchasing principles and practices.
o Knowledge in SAP & Computer literacy, fluency in English and Arabic.
o Position requires strong personality, negotiation, and Communication skills.
o Should be knowledgeable in the international commercial terms – INCO terms.
