Job Description

Goal
Providing legal advisory services to all organizational units in the department, reviewing and formulating various types of policies, legislation, regulations and decisions from a legal perspective, and following up on civil and criminal lawsuits. Carrying out reconciliation and settlement work stipulated in accordance with the law, and participating in developing policies, systems and regulations related to reconciliation.

Roles and Responsibilities
1. Prepares, develops and supervises the implementation of the comprehensive strategic plan, institutional objectives and performance indicators for all activities and projects related to the organizational units of the administration and ensures their completion on time and with the necessary efficiency and in line with the vision, policies and legislation of the client.
2. He supervises the preparation and development of operational plans, goals and performance measures for all activities and projects implemented by the administration and ensures that this is accomplished efficiently, effectively and according to the specified time.
3. He directs and provides a high level of strategic management in the field of legal affairs, and provides support, advice and guidance for the preparation of all activities related to legal affairs .
4. He manages and directs the department heads in the administration to translate the strategic objectives into annual executive plans and ensure the appropriate completion and implementation of these plans.
5. He generally supervises the policies, procedures, and activities of sections in the department.
6. Contributes to achieving the vision, mission and objectives of the department through the preparation and application of methodologies, policies and regulations associated with the management of legal affairs.
7. Develops systems and procedures for managing legal affairs and updating internal control methods with the required accuracy and efficiency.
8. He reviews and approves work procedures and methods, performance indicators, and quality related to management processes, and develops the necessary proposals to improve the work and submits them to senior management for approval and action.
9. Reviews, measures, evaluates and updates the effectiveness of the Legal Affairs Departments policies, plans and procedures.
10. Supervises the organization, management, direction and monitoring of the implementation of programs and activities related to management of Legal Affairs.
11. Supervises the review, approval and dissemination of policies, methodologies and regulations.
12. The Department regulates the workflow and ensures its compatibility with government circulars issued by the competent authorities, international best practices, standard comparisons and feedback from stakeholders.
13. Strengthening relationships with internal and external partners to ensure the provision of services according to the best standards.
14. He supervises the management of the departments projects, develops implementation plans for these projects, and ensures their implementation on time.
15. Prepares reports, Periodicals and specialized studies on the latest developments in legal affairs and presenting them to the Director General.
16. He supervises the establishment of the legal basis for the work and services provided by the department and creates a legislative cover for them to ensure and preserve the rights of the department according to the approved procedures.
17. Supervises legal review and participates in developing draft laws, decisions, circulars, and instructions related to the department’s work.
18. He supervises the provision of legal opinions and responses to legal consultations received from various sectors  of the department, in addition to providing legal support in projects and services related to the department’s work.
19. He prepares legal studies to address gaps in legislation and laws related to the department’s work.
20. He supervises the review of policies and manuals and ensures their compliance with relevant legislation and laws, and ensures the accuracy of the legal wording contained therein according to the approved procedures.
21. Supervises the preparation and review of contracts, agreements, memorandums of understanding, and partnership agreements that the department intends to conclude in accordance with the approved directives, policies, and procedures.
22. He takes legal measures in civil and criminal cases and checkS reports in which the department is a party and follows up on them.
23. He represents the department before the Legal Affairs Department and the Supreme Legislation Committee in legal matters.
24. Representing the department in following up on issues in which the department is a party and working to find the best solutions, agreements, and settlements that achieve the department’s interests.
25. Conducting investigations and submitting reports related to administrative violations received from the concerned authorities in the department.
26. Supervises and manages the real estate reconciliation system by examining disputes between the parties to the real estate dispute (developers, investors, owners’ associations, and stakeholders related to real estate disputes) through a specific and approved mechanism.
27. Supervises the implementation of conciliation and settlement work stipulated in accordance with the laws issued and their amendments regarding reconciliation and settlement.
28. Supervises the review, approval and dissemination of policies, methodologies and regulations. Regulates the workflow and ensures its compatibility with government circulars issued by the competent authorities, international best practices, standard comparisons and feedback from stakeholders.
29. Responding to all correspondence received from the court and all official authorities.
30. He supervises the reception of all decisions issued by judicial authorities regarding implementation of lawsuits, Judicial inquiries and others.
31. Prepares special legal lectures and courses for the department’s employees and clients.
32. He supervises the training of real estate experts and assistant judges to consider judicial referrals for various real estate cases that the client is required to consider.
33. Performs any other responsibilities related to this job.
