Job Description

Key Role: The Certified Quantity Surveyor (CQS) will oversee all cost-related aspects of the museum's design and construction project in Mecca. This role requires managing project budgets, controlling costs, and ensuring the efficient allocation of resources. The Quantity Surveyor will work closely with project teams, contractors, and stakeholders to ensure the financial success of the project while maintaining the highest standards of quality and compliance.

Responsibilities

Cost Management and Budgeting
  • Prepare and manage detailed project budgets, including initial cost estimates, forecasts, and final project costs.
  • Monitor and control project expenditures to ensure alignment with the approved budget.
  • Identify cost-saving opportunities without compromising quality or design integrity.

Bill of Quantities (BOQ) Preparation
  • Prepare, review, and maintain accurate Bills of Quantities (BOQ) based on project specifications and drawings.
  • Ensure the BOQ reflects the unique requirements of a museum project, such as specialized installations and finishes.

Tendering and Procurement
  • Assist in preparing tender documents, reviewing bids, and advising on contractor and supplier selection.
  • Evaluate contractor quotations, ensuring competitiveness and adherence to project requirements.
  • Monitor procurement activities to ensure timely delivery of materials and services.

Cost Tracking and Reporting
  • Track and report project costs throughout the design and construction phases.
  • Provide regular updates to project stakeholders, highlighting any budgetary risks or deviations.
  • Prepare financial statements and final accounts for project close-out.

Contract Administration
  • Assist in drafting and managing contracts with contractors, consultants, and suppliers.
  • Handle contract variations, claims, and disputes to protect the project's financial interests.

Specialized Museum Considerations
  • Account for the specific cost implications of museum-related systems, such as environmental controls, exhibit lighting, and artifact protection.
  • Evaluate costs associated with unique architectural and engineering requirements for the museum project.

Quality Assurance and Compliance
  • Ensure all cost-related processes comply with local regulations and international standards.
  • Collaborate with project teams to maintain the highest standards of quality and cost efficiency.

Recommended Technical Skills
  • Expertise in cost estimation, cost control, and financial forecasting.
  • Proficiency in quantity surveying software such as CostX, PlanSwift, or Candy.
  • Strong understanding of construction contracts (e.g., FIDIC, NEC) and contract management.
  • Experience in preparing and analyzing Bills of Quantities (BOQ).
  • Familiarity with museum-specific construction requirements, including specialized finishes and systems.
  • Knowledge of procurement and tendering processes for design and build projects.

Minimum Qualifications
  • Bachelor’s degree or Diploma in Engineering, Quantity Surveying, or an equivalent field.
  • Certification from a recognized professional body (e.g., RICS, AIQS, or equivalent) is preferred.

Minimum Experience
  • At least 5 years of experience in quantity surveying, with a focus on museum projects or similar high-profile and specialized construction projects.
